Meet Wilson F. "Bill" Skinner, Jr.

Bill Skinner is the founder of the Law Office of Skinner & Skinner. His practice is dedicated solely to assisting individuals and families in customized estate, business, and charitable planning to accomplish goals of wealth transfer, while maintaining privacy, creditor protection, and family values. Bill's clients benefit from his dedication to the relationship he establishes with them and their families throughout their lifetime. He truly enjoys creating comprehensive estate plans that solve the problems and concerns that his clients share about their family members and other important aspects in their lives.

In 1969, Bill graduated with a Bachelor of Science Degree in Industrial Engineering from Virginia Tech in Blacksburg, Virginia. He played varsity football while at V.P.I. and was a team member of Frank Beamer, who is the current successful football coach of the Hokies.

In 1972, Bill earned his Juris Doctor Degree from William & Mary Law School in Williamsburg, Virginia. Bill put himself through law school working as a football graduate assistant for the William & Mary football team under coaches Marv Levy and Lou Holtz.

Bill is licensed to practice law in Virginia. He is admitted to practice before all state courts in Virginia, the United States District Court for the Eastern District of Virginia, and the United States Supreme Court.

Bill is a member of the Williamsburg Bar Association, the Virginia State Bar and its Trusts & Estates section. Additionally, he is a member of WealthCounsel, a nationwide collaboration of trusts and estates attorneys and other legal, tax and business professionals, which ensures the latest techniques are always available to Bill's clients.

For 12 years, Bill served as Chief Magistrate for the 9th Judicial District, which includes the City of Williamsburg and surrounding counties. This was a court-appointed position where he supervised 15 to 22 Magistrates for 11 jurisdictions. Magistrates are the first step of the judicial ladder in Virginia, performing a wide variety of functions. Magistrates conduct probable cause hearings, issue search warrants, and conduct civil mental detention hearings. Bill retired from this position in 1999 when he and Todd formed the Law Office of Skinner & Skinner.

Bill currently serves as an Assistant Commissioner of Accounts. This is a court-appointed position to review and approve estate, foreclosures, and conservatorship accountings. This position is similar to a probate judge in other jurisdictions. The users pay for the system, not the taxpayers.

Bill's roots go deep into the Williamsburg community. He serves as an Elder at the Williamsburg Presbyterian Church. Bill is a member of the Williamsburg Rotary Club and has served on the board of directors and as club President. He served on the Williamsburg Hospice Board for six years and was Treasurer. Bill is a member of the Williamsburg Chamber of Commerce and served on the membership committee and as chairman for several years. Bill has recently been appointed to serve on the board for Meals on Wheels for Williamsburg/James City County.

Bill is married to Hope and they have two sons, Todd and Jeff. He enjoys playing golf, fishing, and woodworking.
